What measures are necessary to minimise aggression towards medical personnel? Commissioner to the Supreme Medical Council
During the meeting on 16 May 2025, the Commissioner for Human Rights met with representatives of the Supreme Medical Council (NRL) – its president Łukasz Jankowski and secretary Grzegorz Wrona - discussed, among other things, shocking cases of disruption of doctors' work, aggression towards medical staff, the safety of employees and patients in healthcare facilities, and the medical self-government's proposals for solutions to improve the safety of healthcare workers. These issues are extremely important from the point of view of ensuring the protection of the rights and freedoms of both healthcare workers and patients.
In light of the position of the medical self-government on these issues, as communicated by the President of the NRL, the Commissioner is considering conducting a comprehensive analysis of the problem and taking measures to improve the situation.
Therefore, Marcin Wiącek requests that the NRL provide information, if available, on incidents involving aggression against medical personnel or patients in medical facilities. This includes, in particular, the dates of such incidents, their descriptions, and the responses of law enforcement and judicial authorities to reports, both at the scene of the incident and in subsequent decisions.
In addition, the Commissioner requests information on the NRL's proposals regarding what changes in the law and practice of public institutions are necessary to minimise aggression against medical personnel.
These materials will be used to assess what measures should be taken to ensure the effective protection of medical personnel.
