NTPM representative participated in a seminar on the European Prison Rules

A representative of the National Torture Prevention Mechanism (NPTM), Aleksandra Nowicka, participated in a seminar on the European Prison Rules as a factor setting standards for conditions in penitentiary units in Europe. The event was organised in Strasbourg on 15-16 May 2025 by the Academy of European Law (ERA), in cooperation with the Council of Europe.
The European Prison Rules are model rules for the treatment of persons deprived of their liberty and for the provision of adequate material conditions in penitentiary establishments.
As an introduction, participants were able to hear speeches on the European Prison Rules and the Council of Europe's tasks and role in the prevention of torture, inhuman and degrading treatment.
During the conference, attention was paid to the situation of juveniles, foreign nationals, and individuals with mental health conditions in places of detention. Participants were also introduced to an analysis of the European Court of Human Rights' judgements on violations of prisoners' rights and freedoms, the Council of Europe's activities aimed at solving the problem of overcrowding in penitentiary units, and the good practices recorded in individual countries regarding the introduction of alternative supervision measures.
One panel was devoted to the tasks assigned to the Council of Europe’s Committee for the Prevention of Torture (CPT) in the torture prevention system. During this panel, a representative of the National Torture Prevention Mechanism delivered a presentation on the mandate and role of national preventive mechanisms in assisting the judiciary in the application of mutual recognition instruments.
The seminar was attended by judges, prosecutors and representatives of judicial institutions from across Europe.
