Deputy CHR Wojciech Brzozowski met the PACE pre-election observation mission
On 14 April 2025, Deputy Commissioner for Human Rights Wojciech Brzozowski met with the pre-election observation mission of the Parliamentary Assembly of the Council of Europe (PACE) visiting Poland in connection with the Assembly's inclusion of Poland in the full monitoring procedure and the presidential elections to be held on 18 May 2025.
The discussion concerned, among other things, the deprivation of electoral rights of incapacitated persons - in the context of the currently planned abolition of the institution of incapacitation in Polish law, the electoral rights of patients of psychiatric hospitals or the validation of elections by the Supreme Court.
The delegation's representatives also expressed interest in anti-discrimination legal tools and the Commissioner's practice in this area and the Committee for the Prevention of Torture's (CPT) recent visit to Poland, including the publication of the subsequent report. They also discussed reproductive rights, the rights of LGBT+ people and the presence of these issues in the election campaign.
In addition, topics discussed included the inadmissibility of journalists from certain media outlets to government press conferences, the constitutional position of the Constitutional Tribunal, and the discontinuation of salary payments to its judges. The meeting also covered the status of Supreme Court judges appointed by the NCJ in its current composition, as well as the recognition or non-recognition of judgements made with their participation, including in the context of the status of the Chamber of Extraordinary Control and Public Affairs.
