Alternatives to detention. Study visit of the Turkish delegation in the Office of the Commissioner for Human Rights

On 9 April 2025, a delegation of Turkish institutions and organisations in the field of migration visited the Office of the Commissioner for Human Rights  for a study visit. The main focus of the meeting was alternatives to detention for foreigners.

The delegation was received by Maciej Grześkowiak, the Chief Coordinator for Strategic Cooperation at the OCHR, and Marcin Kusy, the Head of the Migrants' Rights and National Minorities Unit from the Department for Equal Treatment. The delegation included, among others, representatives of the International Organisation for Migration (IOM), representatives of the provincial Migration Management Directorates in Ankara, Erzurum, Istanbul, as well as deportation centres in Istanbul and Edirne.
During the meeting, the Commissioner's representatives briefly presented the situation related to forced migration in Poland, in particular with regard to the status of refugees from Ukraine, as well as migrants crossing the Polish-Belarusian border. The OCHR representatives described the actions taken by the Commissioner with regard to both migration situations, as well as the positions taken by the Commissioner with regard to specific aspects of these situations. 
The conversation then proceeded to address the administrative detention of foreigners and alternative measures to it. Specifically, it was emphasised that, under Polish law, detention is considered a last resort, yet following the onset of the Polish-Belarusian border crisis, there has been a tendency to treat it as the default measure for a significant proportion of individuals crossing the border.
