Wojciech Brzozowski, PhD, professor of the University of Warsaw
Appointed as Deputy Commissioner for Human Rights on 1 January 2023
Habilitated doctor of law (2017), professor of the University of Warsaw (since 2020) and Head of the Chair of Law and Religion at the Faculty of Law and Administration. Lecturer on human rights and law and religion at the University of Warsaw. Member of the Legal Sciences Committee of the Polish Academy of Sciences for the terms 2020–2023 and 2024–2027.
His main fields of research are human rights, constitutional law, and law and religion, on which he has published extensively in renowned national and international academic journals. He has also co-authored a popular handbook on human rights, published by Wolters Kluwer Polska.
Prof. Brzozowski has given a number of conference presentations at national and international academic institutions, including universities in Italy, France, Germany, Bulgaria, and Chile. He has taught at universities in Spain, Ukraine, Slovenia, and Mexico. He has held fellowships at the Università degli Studi Milano-Bicocca (Italy) and the Centre for Advanced Study Sofia (Bulgaria). He was one of the two coordinators of the Polish unit of the international research project ‘EXCEPTIUS: Exceptional Powers in Times of SARS-CoV-2’, focused on the legal response to the COVID-19 pandemic across Europe.
He is Vice President of the Polish Association on Law on Religion (PTPW), and a board member of the international research group ‘Observatory on Religious Freedom in the Jurisprudence of the European Court of Human Rights’ (ORFECT). He is also a member of the International Consortium for Law and Religion Studies (ICLARS) and the International Society of Public Law (ICON).
In 2013–2017, he worked as an expert on legislation at the Chancellery of the Sejm.
Since 2020, he has served as member of Antidiscrimination Committee at the University of Warsaw.
In 2022, he was appointed by the Commissioner for Human Rights as member of the Expert Committee of the National Preventive Mechanism against Torture.
