Testing the convicts for presence of intoxicating substances

Regulations stipulate that in the event when the convict subjected to a test for the presence of alcohol, intoxicant or psychotropic substances in the organism questions the result of this test, Prison Service is obliged to verify the result of the test by laboratory means. However, CHR receives numerous complaints of the convicts stating that although they questioned the result of the test, they were not subjected to laboratory tests. In response to the letter of the Commissioner in this case, the General Director of Prison Service informed that he imposed an obligation on district directors to familiarize the subordinate units with the instruction to obligatorily document comments for tests
