In the opinion of the Commissioner for Human Rights, the provisions of the Regulation of the Minister of National Education, which shall apply as of 1 November 2016, should ensure constant presence of teenage mothers along with their children in a youth care centre. The Commissioner for Human Rights applied to the Minister to present his opinion thereof
