Promising practices in the application of the Charter by national human rights institutions
This publication provides an overview of best practices in the application of the EU Charter of Fundamental Rights by the Commissioner for Human Rights (CHR), the central constitutional body for the protection of human rights in Poland. The selection of practices has been made with the aim of presenting the most established applications of the Charter, as well as the most promising in terms of new ways of applying EU law and using the EU institutional environment, which can serve as a benchmark for assessing national measures taken with regard to fundamental rights. The examples cited reflect the Commissioner's statutory powers and cover typical activities of a national human rights institution, such as reporting and monitoring respect for fundamental rights, as well as interventions in administrative and judicial proceedings at national and international level.
