The privacy of students and teachers on the Internet – The Commissioner for Human Rights asks about monitoring program

The Commissioner for Human Rights Marcin Wiącek asked the Director of the Research and Academic Computer Network, the Minister of Education and Science and the Minister of Digital Affairs about issues related to the privacy of students on the Internet. The request concerns a program called the National Educational Network, created by the Research and Academic Computer Network. This program monitors online behavior and captures the emotions and intentions of students based on transmitted images, videos, and messages. In this way, the system could detect threats and enable a response when a child is at risk. However, the operation of this system involves intrusion into the private lives of users. According to media reports, the system "uses artificial intelligence to detect what students watch, read, as well as what they send to each other and write online."

The Commissioner for Human Rights asks:
•    On what legal basis was the system introduced?
•    What regulations define the rules of operation, goals and assumptions of the system?
•    What are the technological capabilities of the system?
•    How is the system used, and how will it be used in the future?
•    When will the reports generated by the system be made available/released?
